| Incident Command Vests Information So what exactly does Incident Command refer to ?
The Incident Command System was introduced during wildfire fighting efforts in California after a series of devastating wildfires in California's urban areas. Leading to millions of dollars in property damage, as well as injuries and fatalities. Later investigation determined that problems relating to communication and management instead of a lack of adequate resources or tactics were the main cause of problems.
Traditional Incident Management Problems included:
Accountability (unclear chain of command and supervision). Poor communication (inefficient uses of communications systems, conflicting terms & codes between agencies. Lack of systematic planning process. Lack of methods to integrate inter-agency planning processes and management. Individuals with specialized skills without coordination with first responders Terminology - Lack of knowledge with common terms during an incident.
Incident Command System (ICS) has been developed as "a set of personnel, policies, procedures, facilities, and equipment, integrated into a common organizational structure designed to improve emergency response operations of all types and complexities."
Incident Command System is founded on a scalable & flexible organization which provides a common structure that people can work together as effectively as possible. This includes multiple agencies that may not normally work together. Standard operation procedures aim to reduce problems and lack of communication in emergency situations. The Incident COmmand Systms has also been quoted as First on Scene or First Responder. The first responder on an incident has charge of the scene until:
a) Incident has been resolved. b) A higher-ranking responder arrives on scene and takes over. c) Incident Commander appoints another Commander.
